The work most capital projects are required to commission — without a trusted partner to deliver it.

Percent-for-art programs require that a fixed percentage of public construction budgets — typically 1% — be allocated to public art. The challenge isn't the requirement. It's finding a partner with the credibility, capacity, and community fit to deliver against it.

Nosreme is built to be that partner. We work with developers, city agencies, and capital project teams to plan, commission, and deliver permanent public artworks that satisfy percent-for-art compliance and produce work shaped by — and built for — the neighborhood it belongs to.

Our process is structured to integrate with your project team, your construction schedule, and your compliance reporting from day one. We handle artist selection, design coordination, fabrication oversight, installation, documentation, and the reporting your jurisdiction requires.

POLICY AND COMPLIANCE

We work within the frameworks your project answers to.

Nosreme commissions are structured to align with the percent-for-art requirements that govern most capital projects in Maryland and beyond. We coordinate with your compliance team to confirm reporting and documentation needs before the project begins.

Specific compliance requirements vary by project type and funding source. We confirm exact policy alignment with your project's legal and compliance leads during Phase 1 scope alignment.

Frequently Asked Questions

  • Yes. We're built to integrate with existing PFA processes. We can come in at artist selection, at design coordination, or as the full-service commission partner. Many of our partnerships are structured around an existing public art commission framework.

  • Project budgets are structured around your project's PFA allocation. The majority of every commission budget goes directly to the artist's fee, fabrication, and installation. Nosreme's project management fee is a transparent line item discussed during scope alignment.

  • Ownership and maintenance obligations are defined in the commission contract, typically with the property owner or commissioning agency holding title to the work and Nosreme retaining documentation and exhibition rights for institutional and press use.

  • Nosreme carries standard nonprofit general liability coverage. Project-specific insurance, bonding, and prevailing-wage compliance are scoped during Phase 1 based on jurisdiction requirements and your project's construction insurance structure.
